Emergency Management and Public Safety at Humber River Health
Humber River Health (HRH) must maintain preparedness and the capability to prevent, respond, ensure business continuity and recover from an event that may occur, while safeguarding the health and safety of staff and patients. Events may occur within HRH or in the community that will affect day to day operations at HRH and we have processes in place to continually provide healthcare and support to staff, patients and the public.
HRH’s Emergency Management Program is based on these 4 pillars:
Preparedness: involves actions taken prior to an emergency to ensure an effective response. These actions include providing education, training and mock exercises, preparing emergency response plans and support documents, establishing emergency operations centres and maintaining reliable communications systems. This level of preparation is imperative for timely and safe responses to all emergency situations.
Response: involves actions taken to respond to an imminent or actual emergency. Such actions would include emergency declarations and mobilizing human, financial and supply resources.
Recovery: involves actions take to recover from the emergency. These actions include returning to a pre-emergency phase and rebuilding/restocking of supplies initiatives.
Mitigation: involves activities which prevent, reduce or eliminate the effects of an emergency. Mitigation assumes that there is a risk of exposure whether or not an emergency occurs.
HRH has multiple emergency code responses to protect patients, staff, physicians, volunteers and the general public. HRH also conducts exercises to test procedures and responses to these emergency events on a regular basis. This encourages staff participation in training and provides vital feedback to improve the procedures and safety for all patients, staff and visitors to HRH. At HRH, employees are required to participate in Emergency Management training on an annual basis.
